You never want a serious crisis to go to waste. And what I mean by that is an opportunity to do things you think you could not do before.”
And by a completely unrelated coincidence, I happened to find this article about the German Interior Minister’s views on politics during times of crisis.

The way I interpreted it, wasn’t hearkening back to WWII Germany or any such nonsense, but that it’s the proponents of the ’status quo’ that prevent measures to be developed that may have avoided crises in the first place. (Can’t trust the free market to do the ‘right thing’- most often it’s profit vs. consumer protection.)
Seems that his comment speaks to ‘inertia’- objects at rest tend to stay that way etc. When something catastrophic happens the only way to right the applecart is to start picking up the pieces.
